Is chip-dumping always cheating?

To me it depends on what your intent is. If you are in collusion with another player then its obviously cheating. If your in a tourney and need to leave going all in for a bit to get rid of them or win or lose quicker shouldnt be constued as chip dumping to me.

It happened to me recently where i needed to leave soon and prob couldnt finish the tourney so after a few all in a row the table chattter and cries of donk and bully after winning a few i decided to sit out and say i had to go.  

Not sure of proper NP protocal in this situation?

well certainly was cheating going on when i got dumped , i was a chip in trouble , then .

you should only chip dump if you need to go and have a dump ..........

chip dumping , is if collusion is involved i feel,  if just wanting outta a final table n wanna get payed , n chips not going to particular player , what the harm i say.  but hell im confused n old , ntotally a mess at times , so there.

i dont consider it cheating if i have to leave and am on final table and go allin every hand till i lose

Chip dumping is a form of collusion (cheating with another player(s)) which happens in tournaments. One player will purposely lose chips to their collusion partner(s) to give them an advantage.

Is it always in tournaments? Can it be in cash games too?

Yes believe it or not I have seen colluding in all types of games.  Especially in cash games.
